Rebutting false information regarding HB831

Unfortunately, a precinct chair and former left-wing candidate in the opposition party is disseminating false information and distorting the purpose of HB 831, of which I am a primary sponsor. This bill is very clear in its scope: it prevents cities and sanitary districts / water authorities from infringing upon our citizens’ property rights by sneaking around North Carolina’s crystal-clear prohibition against forced annexation. Unless a citizen believes property owners in unincorporated areas should be required to annex into a city or town to obtain water and sewer service from a sanitary district or sewer authority, they have no reason to oppose this bill. Further, unless an agreement or proposed agreement between a municipality and a sanitary district / water authority actually includes such an annexation requirement, the parties to that agreement should have nothing to worry about if this bill passes.
